James Madison University’s School of Strategic Leadership Studies is ILI’s primary research partner. The Innovative Leadership Think-Tank and JMU SSLS are collaborating on original research at the intersection of decision velocity and AI-integrated leadership—investigating how leaders sense change, make meaning, give direction, make decisions, activate execution, and learn and adapt in AI-era environments, and what skills, mindsets, and behaviors enable leaders to govern and activate AI affordances effectively across each of those six leadership work areas.
JMU SSLS co-sponsors ILI’s podcast on WMRA, the JMU public radio station and NPR affiliate, bringing ILI’s leadership research to a public radio audience. ILI Founder & CEO Maureen Metcalf serves as Board Chair of the JMU School of Strategic Leadership Studies Advisory Board.

STAGES International
Developmental Association Partner
STAGES International is ILI’s partner for developmental leadership assessment. The STAGES model—developed by Terri O’Fallon, Ph.D.—measures meaning-making maturity across twelve stages of adult development and is among the most rigorously validated instruments of its kind. Unlike self-rated, fixed-choice instruments, it is a sentence-completion inventory scored by certified analysts who complete a year-long training and pass inter-rater reliability standards. ILI integrates the STAGES Leadership Assessment across its leadership programs, giving leaders a precise read on how they currently make sense of complexity and where their next developmental edge sits.
ILI’s relationship with STAGES runs deeper than delivery. ILI Founder & CEO Maureen Metcalf has collaborated with Terri O’Fallon for more than twenty years and has participated as a research subject in STAGES longitudinal research on adult development—contributing directly to the evidence base ILI now applies in client work.
Developmental capacity is a system condition, not a personality trait. Where behavioral assessment describes how a leader tends to operate, STAGES describes the complexity a leader can currently hold—which determines whether they can lead the strategy the organization actually needs. Civic & Economic Development Partner
The City of Dublin, Ohio, co-sponsors the Innovative Leadership IT Leaders program—a public-private innovation that combines support from a regional CIO Forum, Franklin University, Expedient Technology, and the Innovative Leadership Institute’s delivery model into a single leadership development program for technology executives.
Now in its 10th cohort, the IT Leaders program has served 260+ participants from 118 organizations—with promotion rates five times the corporate average and C-suite advancement three times the industry average.
